I would just like to say CONGRATULATIONS. In today's culture, we can only stay married 2 days let along 28 years. Consider yourself blessed!
Anywhooo, I would take off and make reservations somewhere that doesn't have to be far, but in a place you've never been that is romantic. Don't tell him where. The surprise element always brings romance (well at least when women do it. HAHAHA)!
Give him space. Find something he loves, sports, etc. Buy a season pass. Give a day at a spa, manicure pedicure, et el. You both can go, but request separate rooms. After relaxing without him, have a picnic at home and talk about the day and how he felt about the spa and being without you for an hour or more.
Lord!!! i don't know what to get him but congradulations!!! I have never been married and only know a few individuals that have been marreid that long... GOD BLESS!!!!!

but still shows him how much you love him. we've been
married 25 years- throws a little fun into the day to day
routine.

My Late DH of 17 1/2 yrs was with me all the time because he needed my support as he was disabled.I always bought him hi DJ equipment/electronics or something I knew he wanted.A nice watch and bracelet set with bling.We were high school sweethearts so we knew each other well.It made shopping for him alot easier.

I would suggest something creative, like a scavenger hunt either in the house or around your neighborhood at some of your favorite spots. It could end at your favorite restaurant or end at his gift - whatever that may be, or could end in the park and you could have a picnic prepared.

I'm sitting here reading all these wonderful responses to you and I am smiling -- both at the humor of all the mamas out there, but also thrilled for you and your 28th Anniversary. I too wish you a happy and joyous celebration.
Question: Is your husband a sports nut? There is a website out there that designs photographs of your favorite sports team in a game-winning moment with your husband's name on one of the players' backs. It is really pretty funny.
Check it out. And why not get those matching tattoos? Whoever wrote that has another awesome idea.

Ditto Courtney's scavenger hunt idea. I did that for my DH on his 40th b-day. He LOVED it! (My friends had a good time participating, too.) At first he was a little ticked (which was great) when he arrived at my school and the band dir gave him a message to meet me at my hair stylist's. When he got there, she gave him a choc candy bar, and said, "I guess she wants you to eat it!" It had a note inside with directions. He was to go to our friend's house and pop the red balloon (blue ballons were tied to the mailbox with one red one- the next directions were inside the red balloon.) He was to go to the local florist and buy a single long-stemmed rose. She gave him the one with a note attached: go to a local diner that I named, order a Pepsi, and give the rose to the waitress. The waitress gave him his Pepsi in a cup with the key to our safe deposit box taped to it (I was watching from the kitchen to make sure he got it!) There was no note at this point- he got the clue. By this time he was intrigued and having fun. In the safe deposit box, he found a single rose with a hotel key attached to it. He definitely got that message! At the hotel he found a balloon tied to the door knob and me in the room with several candles burning. Interestingly enough, the hotel was only 15 minutes from our house!
Congratulations on your 28 years!! Having your husband with you all the time may make setting it up a little tricky, though. Whatever you do, have fun, and congratulations!
