I have been in a similar situation. The courthouse/ social services can't help you. You and father both have to go to department of vital records and fill out the paperwork. I can not remember if you have to bring the paternity results or not but its a good idea to just in case. There is a fee. And the new certificate is mailed to you in about a week or two. Since you are in Maryland I have no clue where the dept of vital records is located. I know VA's is in Richmond. Hope that helps!
