Magic Tree House and also right now Warriors is popular for a girl. No idea what a boy would be into sorry. I second the gift certificate. Let them choose what they'd like
If your cousin is a boy, he might like Hugo Cabret. My son received it as a gift last year. It is a beautiful book to give as a gift, is illustrated very creatively and it just came out as a movie.
My daughter adored Geronimo Stilton. He is a little mouse that has all kinds of adventures. The illustrations are really cute too. They are paperback and very inexpensive - about $5 I think. There are probably about 30 in the whole series. She is 13+ now and has kept every one, before moving onto the Redwall series, which are much more indepth and lengthy for a 9 year old probably.

You don't say if your cousin is a girl or boy which would really help. But really just take a minute to think about what the child is interested in and then find a book that caters to that interest and is the proper reading level.
