oh my gosh! you should dress the kid as Scooby doo and the dog as Shaggy! :) or some other kid/dog combo but mix them up :) Sounds like fun!
there is a contest going on here with dog and kid look a like costumes. I'm trying to think of something that would be great, a knock out. any ideas???

Quite frankly, all I can think of is to put them both in equivalent princess, ballerina, or fairy costumes.
They could both wear the same tutu and comparable tierras. You might even be able to secure wings onto the back (and around the forelegs) of the dog for a fairy costume.

what about the dog being a hot dog and your daughter being a bottle of ketchup or mustard???

I would stick to stories that included a dog and then if you had to do look alike costumes for both, your daughter could carry a stuffed toy that played the part and so could the dog.
My daughter did this once but she was older. We had a sheltie, we put a little skirt on her, and one on my daughter, and I put her hair in pigtails with a red bow in each, and a red bow on the dog's ears. I think they won, she still remembers doing that, and she is 30 now.
Peter Pan and Captain Hook. Have your child dress like Captain Hook and make a costume out of felt for the dog. You just need green felt for a little dog shirt and then a Peter Pan hat.
When I was a kid my mom made me be a haunted house. She took a big box and cut out a hole for my head. The rest of the house had flip out doors and windows and things that people could play with. My head was a steeple. She had bats and ghosts floating(wire) and even used some small battery powered lights to illuminate me. I didn't have a dog but she made my sisters tricycle into a carriage with harnesses (the ones that look your walking an invisible dog) with invisible horses.
People loved it but I felt like a jackass. I don't like attention and I got more than I wanted that day.

Maybe you should dress them up as each other. I don't know what kind of dog you have, but you could dress your daughter in ears and a tail, nose etc, and put the dog in something your daughter might wear, with maybe a wig and some signature accessories. I think it would be not only cute, but hilarious.
There is a great scene in the beginning of 101 Dalmations in which the male Dalmation is watching people walk down the street in an effort to find a companion for his master. All of the people/dog couples bear a striking resemblance. Maybe you can watch that for inspiration. I also like Kristen C's suggestion. I think that would be really cute.
