Depending on where your sister lives, some Harris Methodist Hospital or Presby hospitals have on-site daycare for their employees a little cheaper than regular daycare. Shifts are flexible, they have insurance. You don't have to work in the medical side if you don't want to. My husband works for Harris Methodist hospital. Maybe Baylor hospitals? Also try AAA-Texas in Irving, their insurance department or roadside assistance seems to always be hiring. My hubby worked there before he changed careers and they have Blue Cross Blue Shield insurance. No onsite Daycare though. They have flexible shifts for working parents.
Plus I heard Fidelity is having a career day coming up in the metroplex.

There are so many openings in Flower Mound right now because the shops on FM 407 are opening up. There's a Barnes & Noble and I think they have insurance.

Has your Sister thought about working for a Daycare or Learning Center? I think most offer insurance and she would also get a discount on childcare. Just a thought. Good Luck.
