Oddly enough, Walmart has a bunch of seashell stuff in their craft area, although I don't know if there are any sea urchins. You can try the nature exchange at the Dallas Zoo. The way it works is you bring in things like plants, flowers, shells, etc from your neighborhood and you learn about them from a zoo keeper. You then get points that you can use to exchange for shiny rocks and shells and animal skulls, etc that they have collected. They may have the shell you want and all you have to do is learn to get it!
Otherwise, try googling it, everything is for sale online.
