Glad you went to ER first. If PCP ordered a scan (CT?) and it was negative, then the second bump is probably okay too. I'd give a call, but if they tell you to just do ice, that wouldn't surprise me. But do ask about giving any pain relievers that could cause increased bleeding inside the brain - don't do that for any reason (pain, any fever) without express direction from the pediatrician aware of this situation.
FYI noses and mouths can bleed a lot and also show swelling. That's common after falls and not necessarily anything that needs intervention. But again, call.
On the plus side, my pediatrician told me that little kids have pretty thick skull bones on the forehead and at the back of the head, where they take most of their bumps from falls. It's probably fine, but the main lesson to learn is that pediatricians keep a 24 call line with their nurses and always one pediatrician (from same practice, or from a partnering practice) on call and available to parents. Don't be afraid to use that before you rush in for a second appointment if it's not a clear emergency.
