Children's Orchard is participating. Most stores do, but may still charge the "local" tax (federal is waived). You must purchase qualifying items (clothing, school supplies, computers/printers, etc.) and there is a limit - I think it is $100.
What stores are participating in the tax free weekend?

As others have told you, just about everyone can participate in some way. Look at the websites already suggested and you can look up your county. Jackson County DOES participate in the TF weekend but not all counties in the area do. Lots of stores are having big sales to go with the TF days. JCPenney is having hung sales and clarence mark downs as well. They are doing door busters starting at 3pm Friday and then again on Saturday morning. Good luck braving the crowds!
I'm not sure if there is a list of business that don't participate.
I think most major department stores do. Just make sure the city hasn't elected not to participate.
I just heard K-mart advertise it on the radio.
Google "tax free weekend" on the internet and it will let you pick your state. There you can find what counties in the state are not participating, etc.
It's not stores - it's taxing jurisdictions (cities, counties, etc.) If the taxing jurisdiction participates (and the store sells qualifying items), the store doesn't have a choice. It's possible stores might choose to offer a discount roughly equivalent to the tax in areas that aren't participating, I suppose, though.

In the state of Missouri all of the stores (on the specific items) will participate and you will save the State portion of the sales tax. Each jurisdiction (e.g., city) that also has a sales tax on top of the state sales tax had the option of opting out for -- so that they will still get their additional piece. There is a website somewhere that lists the jurisdictions that opted out. But even though they opt out, you still save some as the State sales tax part is likely the largest part. You just save more in the jurisdictions that didn't opt out -- find them and go support them. Maybe then if those jurisdictions have way more sales, the other jurisdictions will reconsider opting out next time.
