In grade school we always used paper grocery bags. just cut it open so it fits like a vest and color it, then cut fringes on it. you could glue some feathers on it too.

I don't know if you have a Once Upon A Child store near you ( other resale stores) But i have been very lucky finding costumes there. Give it a try!

You could try and make one...
I'm thinking brown suede, some velcro and a beaded belt, white shirt, hair in pigtail braids?? I dont know about shoes?
You can wrap fabric around for skirt. Use some velcro to fasten in back. Use scissors and cut strips along the bottom of skirt to make fringe?
Fabric store and Thrift store...could be easy??
Sorry, I'm not that creative...
I was in a desperate situation last year - I took an old Pocahauntus costume and added leather strings and fringes. I also added more material (she had grown out of it) to lengthen, and look more authentic. As a final touch, I added designs made with natural feathers. All you really need is a glue gun. Don't be afraid to cut the costume, and make it your own design. Be sure to cove up anything that looks like it came from Disney!!!
