If you are looking for an all-around provider (as in domain, and web hosting) I'd go with intuit.com.. they are the most professional DIY websites around.. If you are just looking for domain registry go with yahoo small business, they are one of the cheapest.. better yet you can do what we did, domain name with yahoo, then web hosting with intuit (we have a web store too) and we just have the domain pointed.. i've heard bad things about godaddy, just an FYI.

Depends on what you're looking for. Are you looking to design your site offline like in Dreamweaver and FTP it to a server? Do you want a domain or site files to be hosted? If you have a domain with GoDaddy, you can point it at any server.

Weebly has a very good drag and drop, but doesn't offer FTP. But you can get a lot for your buck (most of the basic stuff is free and you can even get a weebly.com subdomain for free).
