Have you tried Dawn dish soap and hot water? That might do the trick. I've found that Dawn works wonders on amazing things! I usually use it for stains that I can't get out or anything oily, give it a try, it just might work!
My other thought was a magic eraser.
I second rubbing alcohol and elbow grease. That is what I do to get it off the countertops in the bathroom and it works well.
Try rubbing alcohol in water, it should help to cut the stickiness.
I would use Dawn and hot water with a scrubbing brush. I even used a toothbrush once. I would let it sit there for a few minutes before you scrub. Wipe with a towel and then repeat until it's gone.
I love the magic erasers but If you use one, try it on a hidden spot to make sure it doesn't take off the finish. I ruined the finish on a toy once when I was cleaning it to sell in a consignment sale. It worked fine on some of the toys.

A Mr Clean Magic Eraser & any soap and water.

When I was younger and super crazy about hairspray my hairdresser told me to get 10-0-6 . It is a super cheap cleaner that you use on your face but it gets it off very easily. You can get it somewhere like Walmart in the face cleaning product aisle. The fact that it can remove hairspray kind of makes me scared to use it on my face but hey it works great on the counter and floor.. LOL
There's a wonderful non-toxic cleaner called CitraSolv that's made from orange peels. It smells great, and acts as a solvent the would probably work perfectly for a hair-spray buildup. Do use rubber gloves, because it will also very effectively dissolve the oil from your skin and leave your fingers feeling dry.

When we bought our house I went through all the linoleum areas and used a scrubby with comet. I used a Scum Buster too when my arms got tired...I had forgotten I had it or would have used it the whole time, I have tons of extra batteries charged.
After cleaning an area I rinsed and rinsed. Then once the whole room was done I checked again for any residue and rinsed again if needed. This took the floor back to nearly the basic flooring, it had a dull finish at this point.
I bought floor wax at Lowes, it is by the carpet and it says it's for linoeum and other finished floors. It was about $15-$20 and the bottle wasn't as big as a gallon. I used a regular new sponge mop and waxed the floors, let it dry completely, then put on a second coat. I use the wax every few months to keep the floor looking brand new. It looks amazing all the time. Nothing stains it or makes it look bad.

Now I use my steam mop for all cleaning and it melts all goo. It leaves the floor really clean and shiny.
I like comet for everything "built up."
I have a 16 yr old and she gets herself fixed up daily. No problems there.
As for hairspray.... I cant answer ti linoleum because we are all tile but our acetone nail polish remover is a wonder cleaner.
I don't use hairspray. Daughter does and hubby has something he sprays that leaves a film on the counter. The Acetone (cheap) works wonders!!
Linoleum has a finish that harsh cleaners will destroy. Once that finish is gone, you have a real problem because everything will stain. Use hot water, or a steam cleaner, but stay away from the harsh cleaners.
Get a steam mop. My mom just borrowed mine and she said it worked wonderfully on getting up all that spray. She said she went over it twice just to make sure. She loved it so much she bought one of her own. Who wants to buy all sorts of cleaners and scrub like mad when all you really have to do is get a steam mop which uses no cleaners (just water) AND is so easy to use! LOVE mine! Best 90 bucks I ever spent! :)
If all else fails, I find Goop hand cleaner works well for the odd ball stuff (including clothing stains). The secret is to let it sit on the stain/dirt and then come back 20 minutes later to rinse off.
