She is normal.
They do that.
It is developmental based.

One good thing to teach them already, is the names for feelings. ie: happy, sad, frustrated, mad, grumpy, tired etc. So that they CAN tell you how they feel or what they need. LATER as they get older, this will make them much more articulate... about conveying frustrations. AND so that they know that they are 'allowed' to say how they feel or what they want as well.
I did that with both my kids at that age. And, they are now very articulate about expressing themselves. It builds their 'emotional IQ" which is very important for children.
It is not just about punishment... but about giving them SKILLS to self-navigate, too, and coping-skills. Which 'discipline' or 'punishments' does NOT teach, to a child.
